Capitol Hill Housing is seeking a professional full-time Facilities Project Manager to develop and oversee project activities related to building rehabilitation, system retrofit, and remodeling of Capitol Hill Housing’s properties. Work may encompass many projects in varying stages and may include simple to technically complex construction projects. Works under general direction of the Director of Facilities and acts independently to identify and minimize risk and complete projects on schedule and within budget.

Duties and Responsibilities:
  • Oversee development and administration of rehabilitation type capital projects of multi-family housing buildings owned and managed by Capitol Hill Housing.
  • Assist Property Management and Asset Management in developing project budgets; solicit proposals, negotiates contracts and make recommendations.
  • Work on the preparation of contracts and oversight of rehabilitation construction work of existing properties; assist in the process of appointing various specialist consultants; conduct field site visits and oversight of budget, schedules and quality control.
  • Provide a strong commitment to environmental sustainability and fiscal responsibility.
  • Provide technical assistance to Capitol Hill Housing staff on project designs, scopes of work, and construction schedule compliance; perform construction schedule analysis on projects to avoid delays and recommend corrective action. Coordinate with architectural and engineering consultants when necessary to ensure proper design.
  • This position will be a key part of a cross-departmental effort to select, finance and implement renovations that improve our bottom line and help CHH become the greenest affordable housing operator in the Pacific NW.
  • Work to ensure compliance with all procurement activities for assigned projects.
  • Other job duties and projects as assigned.
Minimum Qualifications:
  • Three years of experience in building repair projects, project development and management, construction management experience, and a Bachelor’s Degree in a construction related field, and/or an equivalent combination of education and experience.
  • Experience in project scoping and request for proposals, processing draws and contract payments.
  • Good computer skills are essential, including proficiency in Microsoft Office; Word and Excel, MS Project Manager, and ability to learn property management software.
  • Ability to effectively communicate, both verbally and in writing, with internal and external stakeholders in a professional and positive manner.
  • Must be adept at handling multiple tasks and responsibilities; have the ability to effectively change priorities quickly and to work cooperatively and proactively with team members to accomplish goals. Flexibility to adjust to departmental priorities is imperative.
  • Ability to organize time efficiently, prioritize tasks and perform tasks in a self-directed manner.  Ability to cope with deadline pressures and customer service needs.
  • Knowledge of capital project management and contract administration; principles and practices used in various building construction craft areas; principles and practices of comprehensive needs assessment programs for affordable housing; principles and practices of multi-family rehab projects.
  • Must have a current, valid Washington State driver’s license and access to a motor vehicle.
Preferred Qualifications:
  • Excellent analytical and interpersonal skills.
  • Ability to accurately read and interpret constructions plans and specifications.
  • Experience with multi-family housing projects, Public Works and prevailing wage.
  • Experience with implementing energy and/or water efficiency upgrades in a professional setting.
