The Occupancy Compliance Specialist is a significant part of the Capitol Hill Housing (CHH) Compliance Team, and works to ensure tenant eligibility for occupancy and compliance with all occupancy regulations established by HUD, Tax Credit and other regulatory agencies for Capitol Hill Housing's portfolio. This position will work closely with property managers, residents, and other CHH staff.
Duties and Responsibilities:
HUD Assigned Properties
  • Approve new move-in tenant files ensuring compliance with all regulatory requirements.
  • Review and approve annual, interim, and initial certifications 
  • Conduct and process tenant certifications and leasing appointments as needed
  • Monitor waitlist compliance
  • Process Special Claims and TRACS Compliance
  • Maintain EIV binders for compliance per HUD requirements and assist Site Managers in resolving EIV discrepancies, Zero Income quarter check
  • Assist with Affirmative Fair Housing Marketing Plan renewal
  • Update CM bi-weekly on late certifications. CM sends email out to SM
  • Assist in MOR audits and responses
  • Assist in Audits of HUD tenant files
Tax Credit Assigned Properties
  • Review, approve, sign off on Tax Credit recertifications in property management software
  • Approve new move-in tenant files ensuring compliance with all regulatory requirements.
  • Update CM monthly on recertification status. CM sends email out to SM
  • Conduct audits of tenant files to ensure compliance with all regulatory requirements as needed
  • Assist in new property lease-ups and leasing at all buildings as needed
  • Assist in data collection for audits and writing responses to regulatory agencies and auditors
Boston Post 
  • Assist with BP support & problem solving, providing training as back up
  • Assist in projects such as changing layers, changing funding programs, large print jobs
  • Enter Gross Rent Change
  • Maintain Gross Potential Rent benchmark
  • Maintain doc library for Compliance
  • Assist in semi-annual file upload to WBARS for the Combined Funders Annual Report (CFAR) and review for accuracy.            
  • Maintain Utility Allowance schedule per TC requirement
  • Trainer for all staff positions on leasing, certifications, and compliance duties
  • Recommend and assist in implementation of new/changes to policies
Minimum Qualifications:
  • Associates Degree in Business, Social Services, Human Services, Public Administration or related field, or four years’ experience in affordable housing compliance, auditing or other related area
  • One year experience in multi-family housing programs, compliance and/or program monitoring
  • Strong mathematical ability in calculating sums, ratios, averages, annualizations and percentages
  • Ability to plan, organize and conduct audits
  • Ability to read and interpret complex documents and manuals, such as regulatory agreements and compliance regulations
  • Excellent oral and written communication skills
  • Experience with the Microsoft office suite, especially Outlook and Excel
  • Strong problem solving and analytic skills, with attention to detail
  • Excellent relationship building skills
  • Demonstrated record of team building, leadership and professional achievement
  • Experience working with diverse populations
  • Good knowledge of Landlord/Tenant and Fair Housing laws
Preferred Qualifications:
  • Bachelor’s degree in Business, Social Services, Human Services, Public Administration or related field; Or may
  • Two years’ experience in multi-family housing programs, compliance and/or program monitoring
  • HUD, Tax Credit or related compliance certification
  • Experience with reporting through WBARS
  • Experience in property management software, especially BostonPost
