Senior Property Manager/Trainer

Capitol Hill Housing is looking for a Senior Property Manager who thoroughly understands HUD certification, tax credit and HOME leasing process to train new property managers and guide them in their general duties. The Senior Site Manager will provide support for the Site Managers and on-site coverage for vacations, leaves and vacant positions. The Senior Site Manager is expected to be fully versed in all policies and procedures effecting Property Management. All activities are to be carried out in full accordance with Capitol Hill Housing (CHH) policies and procedures.
Duties include:
  • Develop and maintain property management training program to train new site managers and to develop current site management staff. Areas of training include property management software and systems, policies and procedures, preventative maintenance, building systems and leasing procedures.
    • Work with Portfolio Managers to develop training outline and curricula
    • Create and maintain tracking tool to monitor training progress
    • Develop testing regime to measure knowledge retention
    • Work with Compliance department to coordinate compliance training on tax certification and leasing
  • Act as a back up property manager to cover extended absences or job vacancies.
    • Manage finances including rent collection, month end reports and petty cash
    • Work with Portfolio Manager to handle all tenant relations issues including lease violation and legal matters
    • Maintain tenant files and work with tenants to collect and process certifications and/or other information necessary for compliance reporting.
    • Coordinate maintenance work including repairs, grounds keeping and pest control. Perform minor repairs as needed.
    • Manage unit turns and complete within stated guidelines. Follow up on repair work to make sure units are ready for occupancy.
    • Complete the leasing process for new residents including the housing application, initial certification move-in paperwork.
    • Work with Housing Assistant to maintain HUD waitlists and comply with Tenant Selection Plans and Affirmative Fair Marketing Plans.
Minimum Qualifications:
  • High school diploma or GED preferred.
  • Must have at least one year experience in property management, landlord tenant law.
  • Standard business English, ability to speak, read and write.
  • Basic Computer Skills; Microsoft suite, Outlook and Internet.
  • Experience working with a diverse populations, cultures and communication styles.
  • Can lift 20 pounds, walk stairs, climb ladders, and operate generally accepted cleaning tools.
  • Ability to follow instructions accurately and to problem solve effectively. 
  • Proven ability to work with little or no direct supervision daily.
  • Ability to organize time efficiently, prioritize tasks and perform tasks in a self-directed manner. 
  • Ability to cope with deadline pressures and customer service needs.                                                                                           Ability to perform the following essential physical requirements:   Constant – hearing, seeing.  Frequent – standing, walking on a variety of surfaces, lifting and carrying up to 20 pounds, climbing stairs, reaching (from knees to shoulders), repetitive hand and arm motion, handling/grasping, pushing/pulling, bending at the waist, twisting at
    the waist, crouching kneeling/squatting, reaching (below knees and above shoulders).  Occasional – Fine finger manipulation, talking, sitting, lifting and carrying up to 40 pounds, climbing ladders, working at heights. Seldom – crawling, using foot controls.
Preferred Qualifications:
  • Tax credit, HUD or other forms of affordable housing certification experience.
  • Knowledge of mental health, addictions, family issues, multicultural issues and elderly service delivery system.
  • Strong working knowledge of CHH Site Manager policies and procedures.
  • Experience training or coaching staff members.
  • Residential leasing experience.
  • Two years affordable housing property management experience.
  • Experience supervising staff.
  • Experience working with seniors and/or disabled.
Work site may have stairs and no elevator.  Working with power tools, use of and exposure to cleaning chemicals, solvents and paint, and other possible hazardous materials, performing physical duties in physical isolation from other staff can be potential hazards of the job.  There may be other hazards.  Employees are expected to perform their work in such a manner as to eliminate or reduce any potential hazards to an acceptable level. Employees are also expected to report actual or potential hazards to management and the Safety Committee.
