Capitol Hill Housing is looking for an experienced property manager to manage two apartment buildings located in the Belltown neighborhood. This position will be responsible for managing 76 apartment units serving individuals and families whose incomes are 30% to 50% of the area median income including Low Income Tax Credits and HUD Project Based Section 8 units. This position will also be responsible for managing one small commercial space.  The job responsibilities include leasing, income certifications, maintenance, rent collection, tenant relations, and rules enforcement. The successful candidate will need to have or pass within the first year HUD Compliance Occupancy Specialist (COS) training.
 
Duties and Responsibilities 
 
Financial Management and Accounting:
  • Collect and process all rents and other charges due.
  • Advise CHH of delinquent payments and issue legal notices regarding the same.
  • Investigate all households with subsidy accounting discrepancies.
  • Assist Portfolio Manager with preparation of annual budget.
  • Monitor spending, ensuring adherence to the budget.
  • Monitor building inventory and make necessary purchases.
 Tenant Relations and Management:
  • Operate within the provisions of Seattle and Washington State Landlord Tenant law, Fair Housing law and the ADA.
  • Maintain all CHH tenant files to HUD and CHH standards.
  • Provide professional customer service to CHH tenants at all times.
  • Respond to all tenant complaints in a timely and professional manner.
  • Ensure adequate coverage of the premises through coordination with onsite staff, Portfolio Manager and the CHH office.         
  • Enforce rules and lease provision. Follow up with appropriate disciplinary actions for rules violations.
  • Assist Portfolio Manager with eviction procedures.
  • Meet with residents and complete annual and interim certifications within HUD timelines.
  • Process all required HUD paperwork including all Enterprise Information Verification (EIV) reports.
  • Complete all necessary compliance duties related to building and tenants.
  • Act as CHH’s agent on site and represent CHH to the public and tenants in the best possible light.
Property Maintenance and Repair:
  • Perform and coordinate complete unit turns
  • Ensure all interior and exterior common areas are clean, the grounds are maintained, and all repairs and maintenance are completed.
  • Implement preventative maintenance program as outlined for building.
  • Coordinate annual inspections and coordinate or assist with all other building inspections.
  • Coordinate all building pest control.
  • Coordinate maintenance for the property. 
  • Manage contractors and vendors while onsite.
  • Assist Portfolio Manager with capital projects.
 Leasing:
  • Responsible for providing information on vacancies and screening of incoming applicants by phone or in person.
  • Maintain HUD waitlist including annual purging of the waitlist.
  • Show upcoming vacancies to prospective tenants.
  • Complete initial certification requirements for housing, including third party verifications of income, assets and other eligibility criteria.
  • Upon compliance approval, sign all leasing documents with new residents.
  • Utilize property management software for all prospects and current tenant data. 
  • Provide professional, responsive, caring and knowledgeable interaction with applicants and residents
  • Process additions to households, key permissions and pet applications
Other:
  • Assume responsibility for maintaining the security of the site.
  • Effectively manage staff.
  • Draft annual and quarterly reviews for staff.
  • Communicate regularly with the Portfolio Manager regarding general operations of the property, perceived problems or issues, and suggestions for improvements.
  • Participate in community activities relevant to the building and CHH’s mission.
  • Other duties as assigned
Minimum Qualifications:
  • High school diploma or GED preferred.
  • Ability to speak, read and write in standard business English.
  • Intermediate skill with Microsoft Office applications (Word, Excel and Outlook).
  • Ability to problem solve independently.
  • Demonstrated ability to meet deadlines.
  • Knowledge of and experience working with a diverse populations and communication styles
  • One year management experience.
  • The ability to walk stairs, climb ladders, and operate common cleaning tools. Ability to follow instructions accurately and work with minimal supervision.
  • Ability to organize time efficiently, prioritize tasks and perform tasks in a self directed manner. 
  • Ability to perform the following essential physical requirements: Constant – hearing, seeing.  Frequent – standing, walking on a variety of surfaces, lifting and carrying up to 20 pounds, climbing stairs, reaching (from knees to shoulders), repetitive hand and arm motion, handling/grasping, pushing/pulling, bending at the waist, twisting at the waist, crouching kneeling/squatting, reaching (below knees and above shoulders).  Occasional – Fine finger manipulation, talking, sitting, lifting and carrying up to 40 pounds, climbing ladders, working at heights. Seldom – crawling, using foot controls.
Preferred Qualifications: 
  • Tax credit, HUD Project Based Section 8, and other forms of affordable housing experience.
  • One year leasing experience
  • Valid State Driver License.
  • Experience with case managed units.
  • Experience with property management software.
  • Six months cash handling
