The Senior Compliance Specialist will assist CHH Senior Manager of Compliance and Leasing in ensuring CHH’s compliance with all federal and state laws and agency regulations. This position is responsible for developing and updating policies, procedures, processes and forms relating to the implementation of low income housing tax credit and HUD regulations; serve as the senior level lead in the audit process for initial certifications, re-certifications, interim reviews, new move-ins/move-outs, and voucher processing. The Senior Compliance Specialist also develops and/or conducts training for employees.
 
Duties include:
               
  • Monitor properties to ensure compliance with appropriate laws and regulations of housing regulatory agencies (WSHFC, IRS, HUD, Washington State Department of Commerce, City of Seattle, and other funders) and rules and regulations set forth by CHH
  • Prepare or direct the preparation, transmission, reconciliation and monitoring of monthly voucher
  • billings for HUD subsidy payments
  • Monitor TRACS reports and resolve certification and voucher errors monthly
  • Review tenant files at move in and certifications/re-certifications and all related paperwork for compliance with funding regulations in Sr. Managers absence
  • Prepare and submit responses to funder audits
  • Assist with the preparation and submission of funder reports
  • BostonPost administrator and technical expert
  • Ensure procedures and forms are current with regulatory agencies’ requirements
  • Serve as a resource for staff, respond to questions on policy, procedures, rules and regulations
  • Monitor new announcements of rules, and research and analyze the impact to CHH
  • Recommend, coordinate and/or conduct training for employees
  • Recommend and implement new/changes to policy and procedures
  • Other duties as assigned
 
Minimum Qualifications:
 
  • Seven years’ experience in affordable housing, auditing or other related area, which must include a working knowledge/experience with IRS Section 42 compliance and HUD 4350.3 handbook
  • HUD Certified Occupancy Specialist(COS) advanced, Tax Credit CP3 or related compliance certification
  • Some supervisory experience
  • Ability to calculate figures and amounts
  • Ability to plan, organize and conduct audits.
  • Ability to read and interpret complex documents and manuals, such as regulatory agreements and compliance regulations
  • Excellent oral and written communication skills
  • Must have strong computer experience with the Microsoft office suite and Outlook
  • Strong problem solving and analytic skills with attention to detail
  • Must possess excellent relationship building skills
  • Demonstrated record of team building, leadership and professional achievement.
  • Experience working with diverse populations
  • Good knowledge of Landlord/Tenant, and Fair Housing law
 
Preferred Qualifications:
 
  • Associates degree in Business, Social Services, Human Services, Public Administration, or related field; OR may substitute additional four years of relevant work experience for the required degree
  • Eight years’ experience in multi-family housing programs compliance and/or program monitoring
  • Management experience
  • Experience with reporting through WBARS
  • Experience in property management software especially Bostonpost
  • Valid driver’s license with clean driving record and valid automobile
